Dongguan Unveils 2025 Major Projects Plan: Metro Line 3 to See Major Investment

DONGGUAN, March 21, 2025 — The Dongguan Development and Reform Bureau officially released the 2025 Dongguan Major Projects Plan on its website today, outlining key investments across infrastructure sectors. A major highlight is the disclosure of new developments under the Urban Rail Transit category, including updated plans for Dongguan Metro Lines 1, 2, and 3.

Metro Line 3: ¥36.81 Billion Investment for a 51.5 km Corridor

Among the standout projects is Dongguan Metro Line 3, with a projected total investment of ¥36.81 billion. The line will run approximately 51.5 kilometers, starting from Jiaoyiwang Station and ending at Dongguan East Station.

The line will pass through six major towns and districts:

  • Binhaiwan New District
  • Chang’an
  • Dalingshan
  • Songshan Lake
  • Dongkeng
  • Changping

It will feature 20 stations along the route. As of now, the start date of construction has not been officially announced.

Overview of the 2025 Major Projects Plan

The published plan is divided into two major categories:

  • Major Construction Projects
  • Major Reserve Projects

Approved by the Dongguan Municipal Government, the 2025 plan includes:

  • 798 major construction projects, with a combined investment of ¥785.4 billion, and an annual investment plan of ¥119.4 billion.
  • 179 major reserve projects, with an estimated total investment of ¥159 billion.

Specifics of Line 3 Phase I

The first phase of Metro Line 3 is part of the major reserve project list. Based on the city’s approved Urban Rail Transit Phase II Construction Plan (approved in April 2022), the 20 stations are distributed as follows:

  • 1 station in Binhaiwan New District
  • 7 stations in Chang’an
  • 6 stations in Dalingshan and Songshan Lake
  • 2 stations in Dongkeng
  • 4 stations in Changping

The Social Stability Risk Assessment Report for the adjusted version of the 2022–2030 plan was published for public consultation in August 2024, reaffirming the scale and scope of Line 3 Phase I.

Metro Line 1 and 2: 2025 Construction Milestones

In addition to Line 3, the plan also revealed detailed progress goals for Line 1 Phase I and Line 2 Phase III:

Line 1 Phase I

Scheduled for commissioning in December 2025, the following tasks are planned:

  • Completion of full electrification
  • Train testing and commissioning
  • Final integration and trial operation

Line 2 Phase III

Targeted for completion in December 2027, key milestones include:

  • Structural work on Binhaiwan Station, Qingchuangcheng Station
  • Topping out of Hong Kong-Macau Ferry Terminal Station
  • Ongoing construction at key nodes including Humen Avenue, Humen North, Jinjie Road, Humen Guangming Road, Jiaoyiwang West, and others
  • Completion of tunneling between several key sections
  • Structural work at the Binhaiwan Power Substation

Future Expansion: Six New Lines Proposed

Dongguan also plans to expand its metro network beyond the approved Phase II scope. Based on public disclosures, six additional projects are under consideration, totaling 29.2 km, including:

  • Line 1 Phase II and III (Dongguan and Guangzhou sections)
  • Extension of Shenzhen Metro Lines 6, 10, 11, and 20 into Dongguan

Among these, 28.3 km will fall within Dongguan’s territory and 0.9 km in Guangzhou. Final route details will be subject to approval by national authorities.

Government Vision: Enhancing Urban Infrastructure

In the 2025 Dongguan Government Work Report, city officials emphasized the acceleration of urban infrastructure upgrades, particularly in public transit. The city aims to:

  • Launch Line 1 operations
  • Fast-track construction on Line 2
  • Advance preliminary work for Line 3

With the publication of the 2025 project plan, Dongguan reaffirms its commitment to becoming a modern, connected, and transit-friendly city, bolstering both regional integration and urban mobility.
